CIA Chief Unveils 'Bush Doctrine Lite' by Scott Ott (2005-06-20) -- CIA Director J. Porter Goss today released a new version of the so-called 'Bush doctrine' on terrorism, amending the original policy to make it "less edgy and more polite." Mr. Goss' unveiling of 'Bush Doctrine Lite' comes in a week when he told Time magazine that he has "an excellent idea" where Al Qaeda leader Usama Bin Laden is. In an address to the world on September 20, 2001, just nine days after Mr. Bin Laden's terrorists killed thousands of non-combatants on American soil, the president expressed a key element of what Mr. Goss now calls "the first draft of the Bush doctrine." "We will make no distinction between the terrorists who committed these acts and those who harbor them," said Mr. Bush. The revised Goss version of the Bush doctrine states: "We will make no distinction between the terrorists who committed the 9/11 attacks and those who harbor them, except if we're dealing with sanctuaries in sovereign states, in which case you're dealing with a problem of our sense of international obligation, fair play. We have to find a way to work in a conventional world in unconventional ways that are acceptable to the international community." A CIA spokesman rejected rumors that Democrat Sen.
