(2005-12-06) — Secretary of State Condoleezza Rice, in a concession to international critics of the CIA’s practice of holding terrorists in secret prisons, today said the 11 top al Qaeda prisoners would be moved to European Union headquarters in Brussels, Belgium.
“We realize now that the CIA was wrong to conceal these prisoners from potential breakout attempts, or bombing attacks, by their al Qaeda colleagues,” said Dr. Rice. “If terrorists are going to hit a holding facility, it should be in plain sight of European diplomats so they can monitor the situation.”
Anonymous sources have told ABC News and others that the practice of ‘rendition’ (moving prisoners to other countries) allows the CIA to use “enhanced interrogation techniques” such as simulated drowning, called waterboarding.
The top al Qaeda prisoners now face confinement in hastily-constructed cells in the European Union headquarters, where they’ll have non-stop access to closed circuit television feeds of E.U. debates and discussions.
An attorney for the prisoners immediately asked the U.S. to reconsider the move, saying his clients had suddenly dropped their previous complaints about waterboarding.
